Driver cleared in death of Mankato college student
The young driver who struck and killed one Minnesota State University, Mankato, student on a city street and seriously hurt another will not be charged or cited in the crash, the Blue Earth County attorney said today.
The Nov. 18 crash killed pedestrians Rissa Amen-Reif, 22, of Eden Prairie, and injured Corinne Overstake, 21, of Loretto.
The driver, a 17-year-old boy, was not speeding, was not under the influence of alcohol or drugs, was not using a cell phone or breaking curfew and had not violated any traffic laws at the time of the crash, County Attorney Ross Arneson said, explaining his office’s decision.
In January, toxicology reports released by the State Patrol showed Amen-Reif’s blood alcohol-content level was 0.06 percent the day of the accident, Overstake’s was 0.09, and the driver tested negative for alcohol and drugs. Amen-Rief’s blood-alcohol content level was below 0.08 percent, the legal standard used to determine drunkenness for drivers.
The driver struck the two women after they left a sorority party before 1 a.m. Amen-Reif was hit by the car, apparently after she fell attempting to cross the street. Overstake also was hit. A third person with them was not hit.
Amen-Reif’s death was one of several involving college-age people in Minnesota in recent months that authorities tied to drinking.
